2 critical Russia sanctions from the USA

The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) has issued Russia-related General Licence 99A, “Authorizing the Wind Down of Transactions and Certain Transactions Related to Debt or Equity of, or Derivative Contracts Involving, MOEX, NCC, or NSD” and Russia-related General Licence 100A, “Authorizing Certain Transactions Related to Debt or Equity or the Conversion of Currencies Involving MOEX, NCC, or NSD.”

These documents issued by the US concern relating to (1) Moscow Exchange, (2) National Clearing Center, (3) Non-Bank Credit Institution Joint Stock Company National Settlement Depository, and any entity which (1) to (3) of the above own 50% or more of.

According to these licences, transactions involving one or more of these entities may be conducted in the following cases

General Licence 99A: Extraordinary event or necessity for the liquidation of any transaction.

General Licence 100A: Extraordinary event and necessity for the disposal of debt or equity or conversion of currencies.
